Step 15  Ask WHY you have to do all these steps.
ステップ15 なぜこれらのステップを用意しておかなければならないのか
 
The answer is simply because the nuclear industry, supported by enormous subsidies from the government, wants to keep making millions of dollars of profits from their nuclear reactors. But when something goes wrong (as it surely has and will again), they will contaminate the environment, depress people’s immune systems, cause cancer, heart attacks, birth defects etc etc and make everyone’s lives miserable and shorter. One very bad day at a nuclear power plant (a meltdown) will spread radioactive material around the world in the jet stream and in the oceans and make all our food, air and water contaminated and the land uninhabitable for thousands and thousands of years. 
その答えは単に政府から膨大な補助金で支援されている原子力業界が、自分たちの原子炉から何百万ドルもの利益を確保したいからです。しかし、どこか具合が悪くなれば(再び必ずなるのですが)、環境を汚染し、人々の免疫システムを低下させ、発癌、心臓発作、出生以上などの原因となり、皆の命を悲惨なものに、短いものにします。原発でたった1日問題(メルトダウン)があれば、ジェットストリームに乗って世界中に放射性物質が拡散され、海や私たちの全ての食物、水を汚染し、土地を、何千、何万年も人の住めなくしてしまうのです。


We have just witnessed this. To pretend that this didn’t happen is irresponsible. To pretend that this will not happen again is irresponsible. To allow this to happen again is irresponsible. To believe that nuclear power is safe is irresponsible. If ever one is unsure if nuclear power is safe just ask the people of Fukushima or Chernobyl how safe is nuclear power.  
私たちはこのことを目撃したばかりです。これが起こらなかったと思うふりをするのは無責任です。こんなことがまた起こりはしないと思うふりをするのは無責任です。こんなことが再び起こるのを許すのは無責任です。原子力が安全だと考えるのは無責任です。もし原子力が安全なのか確信がなければ、福島やチェルノブイリの人にどれだけ原子力が安全なのか聞けばよいだけです。

So rather than disturb your life, have to monitor your air, food and water, buy duct tape, plastic, filters, radiation detectors ,have to keep a steady stock of food, masks, supplements, watch where you food comes from, get visas and keep visas up to date, make evacuation plans, …….the list goes on and on and on as you have seen, join a local group that is working to CLOSE DOWN a NUCLEAR REACTOR – we only have to close down 400+ reactors and then figure out what to do with the incredible amount of highly radioactive waste that is sitting all over our planet with no place to put it, and then we could sit back and start enjoying our lives and not have to worry and stress over a NUCLEAR PREPAREDNESS PLAN. なので、自分の生活をかき乱すのではなく、空気、食物、水をモニタリングし、ダクトテープ、プラスチック、放射能測定器を購入し、常に食糧、マスク、サプルメントを蓄え、食物の産地に気をつけ、ビザを入手・更新し、避難計画を立てなければなりません。これまで見てきたように、リストはどんどん出てきます。原子炉を閉鎖するために動いている地元の団体に参加しませんか?400基ちょっとの原発を閉鎖し、この地球中にある、行き場のない信じられないほどの量の高度の放射性廃棄物をどうすれば考えれなければならないのです。そうすれば、腰を下ろして、自分の生活を楽しみ、原子力災害への備えプランの心配をしなくてもよいのです。今、参加しましょう。今日行動しなければ、明日は放射能が行動してしまいます。


FUKUSHIMA IS HERE.



In B.C., the state of Washington and Oregon, the only reactor remaining is on the Hanford Reservation in South Eastern Washington. 
BC州近郊、ワシントン、オレゴン州で残っている原発はワシントン州の南東にあるハンフォード施設のものだけです。





Most people are surprised to learn that there is a nuclear reactor in Washington state. 
ほとんどの人が、ワシントン州に原子炉があると知ると驚きます。


But just 160 miles as the crow flies from Portland and Seattle is a nuclear power reactor that is the same type of flawed Boiling Water Reactor that failed three times in Japan. It used to be called WPPSS 2 but was renamed the Columbia Generating Station, in a nuclear industry marketing effort to make the reactor sound innocuous.
しかし、日本で3回故障した原子炉と同じ型の欠陥のある沸騰水型原子炉が、カラスがポートランドとシアトルから飛んでくるような、たった160マイル(260km)のところにあるのです。それはかつてWPPSS2と呼ばれていましたが、原子力業界の販売促進努力において、原子炉が無害に聞こえるように、コロンビア原発と名前を変えたのです。


Bob Alvarez, senior scholar at the Institute for Policy Studies, has stated that if the reactor explodes and its highly radioactive fuel pool collapses, then the fallout would be WORSE than Chernobyl or Fukushima!
政策研究所先任研究者であるボブ・アルバレス博士は、もし原子炉が崩壊し爆発したら、放射性降下物はチェルノブイリや福島よりも酷いだろう、と述べています。


And the reactor could explode and meltdown.  It is:
そして、その原子炉は爆発したり、メルトダウンする可能性のあるのです。その原子炉は、

-  aging
 老朽している

- Holding 1,900,000 pounds of highly radioactive fuel in both the reactor core and the elevated fuel storage pool.

-  needs literally millions of dollars in repairs and upgrades according to it’s operator’s upcoming budget

-   is not designed to withstand the earthquake geologists now know it could get. Many seismic faults have recently been discovered in the immediate vicinity of this reactor.  The distinct signatures and dates of Many previous earthquakes have been discovered in this region.  Those faults and the consequences of ground shaking could have a severe impact on this nuclear reactor if the information is ignored.

-   is at risk from flooding if the aging Grand Coulee dam breaks in an earthquake or terrorist attack. When the Grand Coulee dam breaks it will hit the nearby city of Richland with a 15 foot tall wall of water– wiping out local infrastructure and disabling the region’s ability to assist the plant in this emergency
 地震やテロリストの攻撃で、老朽したしたグランドクーリーダムが崩壊したら、洪水の危険性がある。 近郊のリッチランド市に15フィートの高さの水が押し寄せ打撃を与えます。地域のインフラを流し、この非常時に原発を支える機能をだめにしてしまいます。       

-   has an uncontained highly radioactive vulnerable used fuel pool sitting 5 stories up, outside the reactor

-   is vulnerable to terrorist attacks and not designed to withstand a plane flying into it
 テロリストの攻撃に脆く、航空機の激突に絶えられるように設計されていない。
   
-   is at risk of losing it’s electrical grid cooling power through rats (as recently happened at Fukushima) or solar flares (which are predicted to be at the highest levels ever in 2013)
 (最近福島で起こったように)ネズミや太陽面爆発(2013年今までになく危険性があると予測されている)によって、冷却するための送電網が失われる危険線がある。

-  has a containment (really just a reactor container) that was proven (3 times at Fukushima) to be too small and too weak
 格納容器(まさにただの原子炉容器ですが)が小さく、虚弱すぎることが証明された。(福島では3回)

-   has no vents if hydrogen builds up –( leading to explosions like we saw in Japan )and has not been ordered to install vents until 2016
 水素濃縮の場合のベントがない。(日本で目撃したように、このために爆発が起きた)-2016年までベントを取り付けるように命じられていない。       

-   even without an accident, the reactor “vents, purges and releases” huge amounts of radioactivity into the atmosphere, into the water and onto the land every year
 事故が起こらなくても、その原子炉は毎年、環境、水の中へ大量の放射性物質を「ベント-(原子炉内の)浄化-放出」している。

-   has had many emergency shutdowns and 2 near misses.
 今までに何回もの緊急閉鎖と2回のニアミスがあった。


And to make matters worse, this Columbia Reactor is situated on the Hanford Reservation that is -- the most contaminated nuclear site in the U.S...
更に事態を悪くしているのは、コロンビア原子炉が、アメリカで最も汚染されている核施設、ハンフォード保留地にあるのです。


The K basins on the Hanford Reservation are close to CGS. The semi- liquid radioactive fuel called crud in the K basins is so radioactive and if the pool cracks and drains and it would just take minute (not hours or days) for a fire to break out, a radioactive plume to rise and make it impossible for any workers to attend to the crucial work at CGS .
ハンフォード施設にあるKべースン(貯蔵場)はコロンビア原発の近くにあります。 Kベースンの中の半液体状の放射性燃料沈殿物はあまりにも放射能レベルが高く、もしプールにひびが入って流れ出したら、発火するのには分単位しかかからないでしょう。(何時間とか何日とかではなく)そして、放射性プルームを起こし、どんな作業員が原発で致命的な作業をに携われなくなるでしょう。


The B plant on the Hanford Reservation, near CGS has the largest concentration on earth of Strontium 90 and Cesium 137 that is in capsules, more radioactive than spent fuel, in a 50 year old pool with NO safety backups and No pretense of containment. This pool will not even withstand a mild earthquake.
コロンビア原発近くのハンフォード施設のB原発には、地球上で最も濃度の高いストロンチウム90とセシウム137を含むカプセルがあります。使用済み核燃料よりも濃度が高く、プールは50年もので、安全バックアップシステムも、見せかけの収納容器も何もありません。そのプールは、小さな地震でさえも持ちこたえないでしょう。


The K Basins, the B plant and the 56 million gallons in the radioactive water tanks could all release radioactivity in an earthquake. They will not only contaminate the entire Pacific Northwest but also will cause workers to abandon the nuclear reactor which will then explode and meltdown as well.
ハンフォードのKべースン(貯蔵場)とB発電所、5600ガロンの汚染水タンクは、地震で放射性物質を放出する可能性があります。それは、北西太平洋全体を汚染するだけに留まらず、作業員が原子炉を立ち退かなければならなくなり、(コロンビア原子炉までもが)爆発、メルトダウンを起こしてしまいます。


The Oregon and Washington Physicians for Social Responsibility have formed a task force with the aim of closing the nuclear reactor. The task force has a leader, Chuck Johnson, and many extremely concerned citizens in Washington, Oregon and British Columbia.
オレゴン州とワシントン州の社会的責任のための医師団が専門的調査団を結成したことを知りました。この調査団にはチャック・ジョンソンを筆頭に、ワシントン、オレゴン州、BC州の非常に懸念している多くの市民がいます。


In the last 9 months, the task force has:

-  studied the situation, brought in experts and attended conferences in order to gain accurate information

-  formed  a strategy for how to shut down the reactor

-  hired a researcher to find out all the problems at the nuclear power reactor itself.  His first article in a series was recently published

and shows that right from the start the engineers knew that this type of reactor had problems.
最初から技術者たちがこの型の原子炉に問題があったことを知っていたことが示されています。

-  hired an economist who has determined that it will be less expensive to use renewable energy than nuclear power.
原子力より再生エネルギーの方が価格が安いことを証明した経済専門家を雇用。

-  researched and created several compelling presentations
この件につき調査され、注目せずにはいられないいくつかのプレゼンを作成。


A key point is that 3.9% of all the power in Washington state comes from the nuclear reactor. There are lots of wind turbines, solar farms and hydro electric dams in Washington State. Increase those a bit and add some conservation, it will be a simple matter to live without the nuclear power. The nuclear plant is not needed.
重要なポイントは、原子炉からの電力供給は、ワシントン州の総電力のわずか3.9%だということです。ワシントン州には多くの風力タービン、ソーラーファーム、水力発電ダムがあります。それらを少々増強し、保全し、原子力なしで生活するのが一番簡単でしょう。原発は必要ないのです。


We can show that the reactor is a danger to the region.
原子炉が地元地域にとって危険なことを示すのは簡単です。


We can demonstrate that the reactor is more costly to run than renewable energy sources.
原子力が再生可能エネルギー源よりも高くつくことを示すのは簡単です。


We can show how dangerous nuclear contamination is to the health of every person down wind ( and Fukushima and Chernobyl has taught us that we are all downwind).
風下(福島やチェルノブイリが私たちが皆風下にいるということを教えてくれましたが)にいる全ての人の健康に、放射能汚染がどれだけ危険なものなのか証明することができます。


We can show that it is simply not worth taking the risk that thousands of square miles of land would become uninhabitable if there were a catastrophe at the this reactor.
この原子炉で大惨事が起こったら、何千平方マイルもの土地が住むことができなくなるような危険を冒す価値などないことを示すことができます。


We can point out that it would not be worth the risk of losing the salmon, or the 9 billion annual dollars worth of fruits, vegetables and hops that are produced by the region.
サーモンや年間90億ドルの価値がある果物、野菜、そして地元で生産されているホップを失うような危険を冒す価値などないことを指摘することができます。


Even the ex-chairman of the Nuclear Regulatory Commission, Gregory Jaczko has recently said that the current fleet of operating plants in the US should be phased out because regulators can’t guarantee against an accident causing widespread land contamination.
米原子力規制委員会の元委員長、グレゴリー・ヤツコ氏でさえ最近、今米国で稼動中の原発は徐々に廃炉にされるべきだと述べました。規制者が広域にわたる土地の汚染の原因となる事故に対して確約できないからです。


It is simple to show that we don’t need the nuclear reactor and we certainly don’t need to take the risk.
原子炉が必要なく、危険を冒す必要が全くないことが単に示されているのです。


But it is not a simple matter to educate the public and the public utility districts as to the need to close down the reactor. And that’s because it will take more than 20 people to get the word out.
しかし、原子炉を廃止する必要があることについて、人々と、電力会社を教育することは単純なことではなりません。それゆえに、声を上げるために20人以上の人が必要なのです。


The task force is now establishing a Coalition of groups to help with this part of the project:

“The coalition is dedicated to closing the Columbia Generating Station and replacing the nuclear power output with energy efficiency and renewable energy”.

Step 14 Be prepared for extreme psychological distress.
ステップ14 究極の心理的苦悩に備える
 


Nothing on earth can prepare you for the psychological stress you will feel when you learn that there has been a nuclear disaster close to your home and the radioactive plume is coming your way.
自分の家の近くで原子力災害が起こり、放射能プルームが向かってきているのだということを知ったときに感じるであろう精神的ストレスに備えるほどのものは他にないでしょう。


You have followed all the Steps to Nuclear Preparedness and know what to do with your air and water and food.  You may be ready and able to monitor with a Geiger counter.  You may even have an alternative home in the Southern Hemisphere picked out.
原子力災害の備えについて今まで述べてきたので、空気、水、食物については分かっています。ガイガーカウンターで線量をモニタリングする準備は整っていることでしょう。南半球に避難場所さえ決めているかもしれません。


If you think it is a serious event, you will have the anguish of deciding whether or not to leave.
もし事態が深刻だと思ったら、退去するかどうかを決断するという苦悩に直面します。


If you decide to stay, then the mental anguish of knowing everything is contaminated is difficult to imagine.
もし、留まることを決断したら、全てが汚染されているのだということを知るという精神的苦悩は想像を絶するものです。


Whether you stay or leave, your life will be changed forever.

Some family members will leave and others will refuse to leave resulting in family break ups.  You will likely experience break ups with friends, neighbours, colleagues and your community as a whole as well - with all those people that you have loved so much.
避難する家族もいれば、避難を拒絶する家族もあり、家族は引き裂かれることになります。おそらく、友人、隣人、同僚、そして地元社会との分裂を経験するでしょう。皆、あなたが今までとても愛しく思ってきた人たちです。


You may feel extremely isolated. You may be very surprised with the fact that your government, or school or and many other organizations that you had believed to would protect you, your community, and your country will not protect you. You may be shocked that these organizations protect THEIR interests instead. Do not be disappointed. You cannot afford to take the time to sit and be surprised. Just be ready for the surprise and prepare to stand up for yourself and your family.
究極な孤独を感じるかもしれません。そして、行政、学校、今まで自分を守ってくれると思っていた多くの他の組織、社会、国があなたを守ることはないのだという事実にとても驚くかもしれません。それらの組織が、自分たちの利益を守ろうとしていることに衝撃を受けるかもしれません。がっかりしてはいけません。立ち止まって驚いている時間はないのです。その様な驚きを想定し、自分自身と家族のために立ち上がる心積もりをしておきましょう。

Remember that the fallout from Fukushima reached all the way to Tokyo.  The fallout also reached the west coast of North America and, in fact, went around the northern hemisphere. There is great truth to the saying that "a nuclear accident anywhere is a nuclear accident everywhere".
福島からの降下物が、東京まで達したことを覚えておきましょう。降下物は北米西海岸に達し、北半球を一周しました。これが、「原子力事故はどこで起きてもどこにでも影響する」と言われる所以です。


It will be agonizing to decide if the fallout has affected your food supply. Our stores import foods now from all over the world.  You will start reading labels to decide on the country of origin.  You will hear that contaminated food has been relabelled to hide the true origin and you will not be able to trust the origin of your food.  You will hear that contaminated food has been mixed with clean food in order to “dilute” the radiation. You will wonder if the food has been grown in a contaminated area.  You will not know.
あなたの食糧供給が放射性降下物に影響を受けてしまっていると判断するのは苦しいことです。今では、世界中からの食品を輸入しています。どこの国で生産されているのか判断するためにラベルを読み始めるようになるでしょう。汚染された食品の原産地を隠すためにラベルを張り替えていることを耳にするようになるでしょう。放射能を「薄める」ために汚染された食品と綺麗な食品が混ぜられているということを耳にするようになるでしょう。食品が汚染地域で育てられたものなのか考えるようになるでしょう。結局、あなたが本当のことを知ることはないのです。




All you can do now is to prepare yourself with the knowledge that you will experience extreme anxiety.
今あなたにできることは、その様な究極の不安を経験することになる、という知識を持ち、備えることだけです。


You can prepare a bit for that by
以下のようなことが、少しは備えの役に立つかもしれません。

--having all the Steps in place –(if you are prepared, it will ease the stress)
 備えの全てのステップを心得る。 (備えあれば憂いなし、です)

--having a relaxation plan in place (relaxation tapes, yoga practice, meditation practice)
 くつろぎの計画を立てる。 (癒しのテープ、ヨガ、瞑想など)



--having a network of like-minded friends in place with whom you can discuss the event
 この件について話し合える同じ想いを共有する友人とのネットワークを構築する。

--having the knowledge you can’t possibly imagine what it will be like and be prepared for that fact. For everything else, you will need to be flexible and able to adapt to whatever comes your way.
 どのようなことになるか想像できないであろうという知識を持ち、その事実に備える。あとは、柔軟に、何が起こっても適応できるようにする。

--having the knowledge that you will be able to do this.  Just know that you will rise to the occasion and do the best job possible.
 あながは、それができるということを知る。その時あなたは立ち上がり、できる限りのことをするのだということを知っておく。

Step13  Decide If and When to Evacuate
ステップ13 避難するか、するならいつするかを決断する

Now you have the short term items decided, you have to make the big decision that, if the event were huge, you have to decide whether or not you would evacuate for a long time. Only you can decide if you “stay or go.”
今までは短期でのことは決断しましたが、今度は大きな決断をしなければなりません。起こってしまったことがあまりにも大きいとき、長期で避難するかどうかの決断しなければならないのです。あなただけが、「留まるか、避難するか」の決断ができるのです。


Some considerations about evacuating
避難について考慮すること

The older you are, the less adverse effects you will have from radiation. Radiation induced cancers in adults can take 5 to 20 years to develop. You may decide you are too old to move or that you will take your chances with the increased risk for cancer.  Radiation has also been found to depress the immune system and affect the heart. Keep these facts in mind as you make your decision.
年を取っているほど放射能からの悪影響は少ないです。放射能が原因で大人が発癌するには5年から20年もかかる可能性があります。移住するには年を取りすぎていると思うかもしれませんし、発癌の危険性があってもいちかばちか残ろうと思うかもしれません。放射能はまた免疫システムを弱め、心臓に影響を与えることも分かりました。このようなことを心に留めて決断してください。

Children, however, are in a different situation. They are extremely sensitive to radiation.   In Japan, a significant number of the children showed thyroid problems about one year after the disaster– something that, after the Chernobyl catastrophe, didn’t show up for another few years at least.  This may show what a huge dose of radiation the Japanese children received.  So, if you have children, you need to take extremely seriously the question of evacuation.  Ideally Children should be evacuated to clean areas immediately.
しかしながら、子どもは別です。子どもたちは究極に放射能に影響を受けやすいのです。日本では、災害の約1年後に多くの子どもたちに甲状腺の問題が現れました。チェルノブイリの後では、少なくとも数年間は見られなかったのものです。これは、子どもたちが大量の放射能に被曝したことを表しているのかもしれません。なので、もし子どもがいるのであれば、避難の問題をかなり深刻に考える必要があります。理想的には、子どもたちは綺麗な地域に直ちに避難させられるべきです。

The unborn baby is the most susceptible to radiation. If you are pregnant, it is extremely important not to stay in a contaminated area. Exposure to radiation can cause birth abnormalities.
胎児は最も放射能に敏感です。妊婦の場合、汚染地域に留まらないことがとても重要です。被曝は出産異常の原因になる可能性があります。

Initially after Fukushima some people on the Berkeley Nuclear Engineer blog declared that they were not going to wait to see how badly the situation was going to be and they evacuated to Patagonia in South America right away.
福島事故後すぐ、バークレー原子力技術者の数名が、どれだけ状況が悪くなるかが分かるまでは待たない、とブログで宣言し、南アメリカのパタゴニアにすぐさま避難しました。

Rod Marining, co-founder of Greenpeace, moved his family from the Sunshine Coast to the inland Cariboo area – to be away from the coastal fallout and most importantly to provide them with clean well water.

Many people have stayed on the coast and watched, monitored, studied, got themselves prepared to deal with radiation (see steps#1-11) and are still waiting to see if the situation gets worse with Fukushima Daiichii Reactor’ Unit #4 Spent Fuel Pool before they make the move.

Some older people are taking on the responsibility for their extended families and studying the Southern Hemisphere and even going to check out areas to figure out a place the entire family could evacuate to if Fukushima got worse, or if a U.S. or Canadian reactor melted down, creating a Fukushima closer to home.  Probably one of the greatest gifts the older generation can give to the younger generation is to find a place to go to in the event of the next nuclear catastrophe. You could consider this your gift to the future genetic health of your family lineage.
年配者の中には、福島の状況が悪化したり、アメリカやカナダの原子炉がメルトダウンしたりして、自宅の近くで福島のようなことが起こってしまった場合に、全ての家族が避難できる場所を探し当てるために南半球を調べ、いろいろなところに行ってみるという責任を果そうとしていている人たちもいます。年配の世代が若い世代に与えることのできる一番の贈り物は、次の原子力惨事の際に避難する場所を見つけてあげることでしょう。自分の家系の遺伝子の健全性を守るために、この贈り物を考慮することができるのです。




Having watched the distress of the Japanese who had nowhere to go, it has become evident that many Japanese people would surely have evacuated to safer and cleaner countries if they had had a pre-planned place to go.
どこにも行くところがない日本の人たちの苦悩を見てきました。それは、多くの日本人がもしあらかじめ行く場所を計画していたら、より安全な、より綺麗な国へ確実に避難してただろうということを物語っています。

Always remember it’s not easy to decide when it’s time to leave.  The day of the disaster will be the same as any other day – it’s so important to put yourself in the situation and visualize that the day will look like any other day.  You cannot feel radiation, you cannot hear radiation, you cannot see radiation and you cannot smell radiation. (Some people, however, do say they can taste the metallic taste of fallout). You will look outside and nothing will be any different.
いつが避難するときなのかを決定するのは容易ではないことを常に心に留めておきましょう。災害の日は、他の日と変わらないでしょう。その日が他の日と同じように感じるという状況に自分自身をイメージすることが大切です。放射能を感じることはできず、聞くこともできず、見ることも、臭いをかぐこともできません。(中には降下物が金属のような味がしたという人もいますが)。外を見ても何も変わったことはないのです。


Libby Levy of Nuclear Hotseat has a fascinating story to tell of how she was 1 mile from Three Mile Island in 1979 when it had it’s partial meltdown and it took her three days before she understood that it was time to evacuate the area. But by the time she evacuated, it was too late. She had been exposed to the radioactive plume from the disaster site.  She subsequently decided not to have any children and so she says her “children died at Three Mile Island”.

But the difference is that you are now checking the nuclear news sources every day so you have a much better chance of realizing if a nuclear catastrophe has happened and if it is time to put your evacuation plans in place asap.

I don't think that the public will be doing the same, as they are in denial that their health is under serious threat.  This will make it easy for those who are aware, but slow and need more time to get their lives together in order to leave.

Like when the Titanic began to sink, there was a calm at first, but ,as the passengers realized that there was limited space on the lifeboats, panic will set in.  Why panic, well I'm talking about 4 billion passengers...there are only so many planes. So many places to escape to. Pilots also have families too.
タイタニックが沈み始めたときのように、最初は物静かですが、乗客たちはライフボートのスペースに限りがあると気がつくと、パニックになってしまいます。なぜパニックなのか。そう、わたしは40億人の乗客の話をしているのです。一定の数の飛行機しかありません。逃げるのにも一定の場所だけです。パイロットにも家族がいます。

The Northern hemisphere is doomed, if Reactor 4 building collapses.  Many very intelligent scientists have stated such. I would encourage all to prepare for this possible event, and think about a lifeboat to safety.
もし4号機が崩壊したら、北半球は破滅的です。多くの聡明な科学者たちがそう言っています。全ての人に、この可能性のある事象に備えて欲しいと思います。そして、安全のためのライフボートについて考えてほしいのです。

If it’s the nuclear reactor at Hanford in Washington state, that melts down, that fallout will go into the jetstream and all around the northern hemisphere too .  From the Colorado fires in 2011, we have learned that the plume can come straight up from the south east to the B.C. area too.
もしメルトダウンしたものがワシントン州のハンフォードの原発だったとしても、放射性降下物はジェットストリームに乗り、北半球を一周します。2011年のコロラドの火事で、プルームが南東からBC州へまっすぐ流れてくるのだということが分かったのです。


How to decide where to do
どのようにどこへ避難するかを決めるのか

Think about “where to go” now – you won’t have time to think about it clearly when the time comes, and you won’t have time to make the plans, buy your Geiger counter, buy your water and air filters, get your masks, buy the anti-radiation supplements, get the visas, etc etc when the time comes.  You have the luxury of time right now to PREPARE, so use this time wisely.
今、「どこへ行けばよいのか」を考えましょう。何か起きてしまったときに、明瞭に考える時間も、計画を立てる時間もないからです。その時には、ガイガーカウンター、水、エアーフィルター、マスク、防護サプルメントを買う時間もければ、ビザを取ったりなど、時間がないのです。今なら備えるのに贅沢な時間があります。ですから、この時間を賢明に使いましょう。

Take our vacation time this year to check out a country in the Southern Hemisphere that you like the most.  We would all probably prefer to stay here in the Northern Hemisphere,  but if 85X Chernobyl is truly “uninhabitable”, it will be much less traumatic to already have our  NUCLEAR PREPAREDNESS steps in place and even know where we are going to and how we are going to get there.
今年の休暇は、自分が一番気に入った南半球の国を確認することに使いましょう。私たちは皆、ここ、北半球に留まる方が良いと思うでしょうが、チェルノブイリの85倍というのは、真に「住めない」ということで、自分たちの放射能災害の備えのステップが整っていて、どこに行くのか、どうやって行くのかを既に決めていれば心の傷がかなり少なくなるのです。

If you decide to evacuate, then you need to have the plan in place now.
もし、避難するという決断をするのなら、今、その計画を整えましょう。


1.        Get a valid passport
   有効なパスポートを取得する
The first thing you need is to have a passport that is valid for at least 6 months.  Set up a spreadsheet and make sure that everyone in your family has a valid passport.  This sounds like a simple thing, but you would be surprised at how long this detail can take to get everyone on board.
まず最初に必要なのは、少なくとも6ヶ月間有効なパスポートを所持することです。エクセルシートで管理し、家族全員の有効なパスポートを持っているか確認しましょう。簡単なように聞こえますが、家族全員が旅立つために細かい用意をするのには、驚くほど時間がかかるのです。




Note: If a nuclear accident happens and you don’t have a valid Canadian passport, you can travel across Canada to Toronto, and fly from Toronto to the Turks and Caicos – you can still get in there with just a driver’s license….It may not be far enough south but it’s better than sitting in the middle of a radioactive plume.
注: もし原子力事故が起こってしまい有効なカナダのパスポートがなければ、トロントまで横断することができます。そして、トロントからタークス・カイコス諸島(イギリス領)へ飛べばよいのです。車の免許証だけでたどり着けます。十分南ではないかもしれませんが、放射性プルームの只中に佇んでいるよりは良いのです。





2.      Get any necessary visas
      必要なビザを取る

We will use Ecuador as an example – it is the country we chose.
ここでは、例としてエクアドルの場合を紹介します。




If you travel in Ecuador for 3 months or less, you do not need a visa.  But if you go to Ecuador because of a nuclear accident, you may not be able to return to home for a while. If you don’t already have a visa, after 3 months you would have to return to Canada to apply to emigrate to Ecuador.  As we don’t know if it would be safe to return to Canada within 3 months, it seems prudent to get your visas in place now, while you have time.  Once your paperwork is in order, then you can apply to emigrate from within Ecuador and you would not have to return to Canada.
3ヶ月以下のエクアドルへの旅行にビザは要りません。しかし、もし原子力事故が原因でエクアドルに行くとすれば、しばらくは家に帰れないかもしれません。ビザをまだ持っていない場合、3ヵ月後にエクアドルへの移民を申請するためにカナダに戻らなければなりません。3ヶ月でカナダに戻るのが安全かどうかは分からないので、時間のある今、ビザを取ってしまうのが賢明でしょう。一度書類が整えば、エクアドルから移民を申請することができ、カナダに戻る必要がないのです。

Note:  we have only concentrated on Ecuador because we have been told that it is relatively easy and inexpensive to get into Ecuador.  There are many other places in the Southern Hemisphere and we encourage you to check them out.  We only outline the steps for getting into Ecuador, because that is the country we took the time to pursue.

If you take all those items to the meeting, you will get an immediate stamp on your passport allowing you to stay for 6 months in Ecuador. This 6 month doesn’t start until you step foot in Ecuador.  So you can have the visa ready and only use it when you have to go.
これら全てをアポイントの際に持っていけば、エクアドルに6ヶ月滞在できるスタンプをパスポートに押してもらえます。この6ヶ月は、実際にエクアドルに足を踏み入れるまで計算されません。つまり、ビザを用意し、行かなければならないときに使えばよいだけです。


The price may fluctuate but the application cost us $30 and the visa cost about $200.  An additional $50 was for the spouse.  Total $280.
料金は変動しますが、私たちの場合は申請料が30USドル、ビザが大体200ドル、配偶者に50ドルでした。計280ドルです。


As a second step, you can set yourself up to be able to live permanently in Ecuador, without having to come back to Canada to do the paper work.  With three more pieces of paper, you can obtain a permanent visa for Ecuador from within Ecuador:

Finally, take these notarized and authenticated copies take to the Ecuadorian Consul he will put his stamp on them and sign them. The Consul charged us very little for the stamps - about $5/copy.

Be sure to pack these in your evacuation bag – you will need them in Ecuador if the fallout is so bad that you cannot come back.  With this paperwork, you will be able to use them for permanent residency status without having to go back to Canada. These papers will give you the ability to invest $25,000 in land or property in Ecuador so that you can become a permanent resident.
これらの書類を、避難時のバックに入れておきましょう。-あまりにも放射性降下物が多く戻れない場合に、エクアドルでこれらの書類が必要になります。この書類があれば、カナダに戻ることなく永住権を取るのに使えるのです。この書類があると、エクアドルの土地か不動産に2万5000ドル投資することができ、永住者になれるのです。

3.        Sit down and discuss the plan ahead of time with everyone in your family before any nuclear event happens.  Not everyone will agree to the plan.  But it is good to tell them that you have a plan and where you plan to set up the radiation-free compound.  Everyone may not leave immediately, but if you set it up, over time they will come once they start to realize the health consequences of living in a contaminated area.
いかなる原子力事故が起こる前に、家族全員と計画についてじっくり話し合いましょう。全員がその計画に同意することはないでしょう。しかし、その様な計画を考えていて、どこに放射能のない避難場所を考えているのかを話しておくのは良いことです。皆がすぐに退避することはないかもしれませんが、計画をたてていれば、一度汚染地域に暮らすことが健康に与える結果に気づき始めると、時間がたつにつれ避難するでしょう。


4.        Once the nuclear catastrophe has occurred:
   一度放射能惨事がおこってしまったら。。

Because you have stocked up on two weeks worth of food and water, you can seal up your house and stay inside for a few days without going out.
2か月分の食糧、水を貯蔵しているので、何日間かは、家の隙間をテープで塞ぎ、外に出ずに中に留まることができます。

ü        Seal up your windows,
        窓を塞ぎましょう。

ü        turn on all the hepa fans,
        全ての空気洗浄器をまわしましょう。

ü        eat your safe stored food,
        安全な貯蔵食品を食べましょう。

ü        book your flight
        フライトを予約しましょう。

ü        pack - including the P100 or N99 masks for the plane,
        荷造り-機内使用のためP100かN99のマスクも入れましょう。

5.        If the plume is heading your way, have everyone in your family take one Potassium Iodide pill before the plume hits.  Get out the vitamin C, Apple Pectin and Zeolite and any other anti-radiation supplements you have collected.
プルームが自分のいるところに向かっていたら、プルームが到達する前にヨウ素剤を服用しましょう。集めておいたビタミン、アップルペクチン、ゼオライト、その他抗放射能サプルメントを取り出しましょう。

6.        Check your Geiger counter regularly,
